Oh yes it does. Open the sidebar (Ctrl + Alt + B) and there you see "3D Buildings". Check the ckeckbox and you should see 3D buildings (Note: It depends on which district you are).

hmmm. I wish FS used google earth ground textures and 3-d buildings with the auto-gen. By the year 2010 repetitive ground scenery textures should definitely be a thing of the past. I cant stand flying over the same barnes in NE as I was in PA. Ultimate Ground helps, but still early 2000-ish.
