It's part of the Christian hymn Gloria. "Gloria in Excelsis Deo et in terra pax hominibus [bonae voluntatis]" "Glory be to God on high and in earth peace towards men [of good will]" It's interesting to see that the last two words are actually omitted here. But perhaps it simply sounds better like this. :)
